On September 1, 2026, Beijing’s Guidelines for the Use of Green Packaging by Food Delivery Merchants (DB11/T 2510-2026) officially came into effect. Issued by the Beijing Municipal Administration for Market Regulation, it is China’s first local standard specifically focused on green packaging use by food delivery merchants.
The guideline reflects a broader shift in the food delivery industry: packaging is moving beyond simply being functional toward being safer, more recyclable, biodegradable, and environmentally responsible.
For packaging manufacturers, restaurants, and material suppliers, the key question is becoming:
What material can meet food packaging requirements while reducing dependence on conventional non-degradable plastics?
For this reason, PPC-P biodegradable plastic, developed by Shandong LXBIO is attracting attention as a potential material solution.
Beijing's Green Packaging Guideline: What Does It Mean?
The new guideline considers different food categories and packaging methods, including simple and sealed packaging. It emphasizes several principles:
- Food safety
- Packaging reduction
- Recyclability
- Reusability
- Appropriate material selection
For example, unnecessary packaging layers should be reduced for foods such as burgers and sandwiches, while paper containers may be suitable for pizza and cakes. For certain fried foods, the guideline specifically highlights the use of biodegradable materials.
More importantly, the guideline promotes easily recyclable or biodegradable materials as part of greener food delivery packaging.
This means sustainable packaging is gradually moving from an environmental concept toward a practical material-selection requirement.
What About Food Delivery Bags?
The Beijing guideline does not establish a specific material requirement for every food delivery bag. However, its implementation should be considered alongside China’s broader plastic pollution control policies.
Since 2020, China has progressively strengthened restrictions on certain non-degradable plastic products. The Ecological Environment Code of the People’s Republic of China, effective August 15, 2026, further establishes a legal framework for restricting certain non-degradable single-use plastic products and promoting recyclable, biodegradable, and safer alternatives.
The direction is increasingly clear:
From reducing conventional plastic use to developing practical sustainable packaging alternatives.
This creates new opportunities for biodegradable polymers that can combine environmental characteristics with the processing requirements of commercial packaging.
PPC-P: A CO₂-Based Material for Sustainable Packaging
PPC-P is a CO₂-based high-performance biodegradable plastic developed by Shandong LXBIO.
Using CO₂, propylene oxide (PO), and phthalic anhydride as key raw materials, LXBIO copolymerization technology to incorporate CO₂ into the polymer structure.
Unlike conventional petrochemical plastics that rely primarily on fossil-based carbon sources, PPC-P introduces CO₂ utilization into polymer production.
This creates a material-development pathway combining:
CO₂ utilization + High-performance polymer technology + Biodegradability + Packaging applications
Depending on formulation and processing conditions, PPC-P can be explored for food packaging films, food delivery bags, shopping bags, fresh-keeping films, coated paper, agricultural films, and disposable food-service products.
Why Is PPC-P Worth Considering?
1. CO₂ Utilization Creates a Different Low-Carbon Pathway
One of the distinctive features of PPC-P is its use of CO₂ as a polymer feedstock.
According to LXBIO’s current technology pathway, PPC-P can utilize a significant proportion of CO₂-based feedstock. Approximately 300–400 kg of CO₂ can be utilized per ton of PPC-P, while reducing the use of certain petrochemical raw materials, subject to actual production conditions.
This means sustainability is considered not only at the end of a product’s life, but also at the raw material and polymer production stage.
For companies developing ESG strategies, carbon reduction programs, and green supply chains, CO₂-based polymer technology provides another option worth evaluating.
2. Biodegradability for Single-Use Packaging

Food delivery packaging often has a very short service life. A bag or film may be used for only minutes or hours, while conventional plastics can remain in the environment for much longer if improperly managed.
PPC-P is developed as a biodegradable polymer system to address this “short use, long persistence” challenge.
LXBIO is also conducting research and application development related to industrial composting, home composting, biodegradable films, and other end-of-life pathways.

3. High Performance Remains Essential
Biodegradability alone does not make a material commercially suitable for food packaging.
Packaging manufacturers also need to evaluate:
- Transparency
- Flexibility
- Barrier performance
- Heat-sealing performance
- Moisture resistance
- Film processing
- Food-contact safety
- Cost and production efficiency
LXBIO therefore focuses on developing PPC-P as a high-performance biodegradable plastic, rather than treating biodegradability as its only selling point.
Through polymer synthesis, formulation development, blending, and application testing, the company is working to improve the suitability of PPC-P for real-world packaging applications.
PPC-P Can Be Integrated Into Blended Material Systems
The transition toward sustainable packaging does not necessarily require manufacturers to completely replace existing equipment.
PPC-P can be explored in blended systems with biodegradable polymers such as PBAT, PLA, PBS, and PHA, depending on the target application and formulation.
For example, PPC-P/PBAT systems can be investigated for flexible films and bags, while PPC-P/PLA systems can be explored where rigidity, transparency, and biodegradability need to be balanced.
This provides packaging manufacturers with greater flexibility when developing new sustainable products.
PPC-P: Exploring the Next Generation of Green Packaging
Beijing’s new green packaging guideline reflects a wider transformation in China’s food delivery and packaging industries.
The future of sustainable food packaging will not depend on one material alone. Instead, manufacturers will need to balance:
Safety + Performance + Processability + Biodegradability + Carbon efficiency + Cost
This is the material-development direction that PPC-P is exploring.
Shandong LXBIO specializes in the research, manufacturing, and application development of CO₂-based high-performance biodegradable plastics (PPC-P). Through polymer synthesis technology, formulation development, and application research, LX Biotechnology is working to expand the practical applications of PPC-P in sustainable packaging and other industries.
